Fireworks launch over the gorge around 10 PM on a seasonal schedule plus special dates through the year; the nightly illumination runs regardless of season. Table Rock and the Niagara Parkway promenade give you an open, unticketed view of both. If you want to be on the water, the Canadian-side boat is Niagara City Cruises (about CA$48 plus HST, seasonal roughly late April through November) — its ~20-minute Voyage to the Falls sails right into the Horseshoe basin, and yes, you will get soaked. That is the Canadian counterpart to the US-side Maid of the Mist, which we do not go to.
